Description
One option for developing countries could be to participate in an extended CDM, which would allow sectoral policies to be eligible CDM projects. Comprehensive climate change action would be rewarded (in part) as emission reduction credits that can be sold on the market.
Critical issues in this approach is how such an enlarged CDM can be monitored and how the additionality can be ensured.
